Job Description

I. Overviewu202f

USAID/Ethiopia Support Program (ESP) aims to provide pathways to a more democratic and stable Ethiopia by building an enabling environment for peaceful and inclusive consensus building processes. To this end, ESP works to strengthen intra- and inter-group relationships and actions, advance inclusive and constructive public discourse. Dexis Consulting Group is USAID’s implementing partner for ESP.

Dexis will provide the personnel, systems, and technical capacity needed to ensure that the USAID Ethiopia Support Program is operational, grant-ready, and active in activity implementation. Dexis’ Field Team brings the USAIDs experience, relevant field experience, and operations savvy necessary for Dexis to quickly research, identify, and develop grants for activities with local organizations.u202f

Dexis is seeking Grants Manager to support ESP.u202f u202fThis is a full-time position based in Mekelle, Ethiopia, with an immediate start date.u202f

II. Responsibilitiesu202fu202f

  • Prepare grant agreements and other grant documentation consistent and compliant with USAID and Dexis requirements, procedures, and best practices.u202f

  • Review and analyze budget estimates submitted by grantees for allocability, reasonableness, consistency and compliance with USAID regulations.

  • Liaise with other Grants Managers and the Senior Grants Manager in Addis Ababa Field Office and provide support to ensure the proper negotiation of the terms and conditions for grants under contracts.u202f

  • Liaise with grantees on a regular basis to ensure full understanding of their responsibilities and conduct monitoring and overseeing grant implementation in coordination with Program Development Officers through verification of milestone deliverables, site visits, and other mechanisms; to ensure grantees implement and administer grants according to grant agreement and USAID regulations.

  • Maintain accurate physical and electronic grant documentation, utilizing the ESP Anywhere activity database as well as Dexis’ electronic document management and paper filing systems.u202f

  • Complete excluded party verifications, develop accurate grant negotiation Memoranda and lead negotiations with potential grantees prior to award.

  • Review and verify all grantee deliverables for the final approval by Regional Program Manager (RPM) or designee.u202f

  • Ensure all anticipated deliverables and objectives are completed before close-out.u202f

  • Prepare documentation of all activities as per the Dexis Grants Manual policies and procedures.u202f

  • Work with activity partners to manage implementation of processes and highlight concerns and issues immediately to the Supervisor.u202f

  • Works with activity partners to draft timelines, budgets, and templates for activities.u202f

  • Conduct environmental determination and due diligence

  • Lead and facilitate the grants closeout for each grant, as far as the implementation time of grant agreement ends, through coordinating with various departments on the project to complete the required steps in the process.

  • Provide technical assistance to staff and grantees on Dexis policies and USAID regulations and procedures for grants management.

  • Prepare modification of agreements whenever there is additional obligation/de-obligation, time extension, change in program description, etc. and should make sure that all the necessary documentation is in place before submitting for approval.

  • Other duties as assigned by your supervisor.u202f

Job Requirements

  • Bachelor’s degree or equivalent university degree.u202f

  • 6 to 8 years of experience in relevant positions, such as grants, contracts, finance, or procurement.u202f

  • Experience with USAID or other donor-funded programs.u202f

  • Ability to prioritize and manage a high-volume workload in a fast-paced work environment.u202f

  • Display creative problem solving in addressing and resolving emerging project needs.u202f

  • Strong written and oral communication skills.u202f

  • Proficiency in MS Word, Excel, and other basic computer applications.u202f

  • Experience living and working in Ethiopia.u202f

  • Fluency in written and spoken English.u202f

  • Fluency in Amharic and Tigrignau202f

  • Experience with USAID contract and grants management policies preferredu202f

  • Advanced degree preferred
