Job Description

Fayyaa Integrated Development Organization, hereinafter referred to as “FIDO,” invites qualified and experienced consulting companies to submit bids for the comprehensive revision of our organizational manuals. The manuals to be revised include:
  • Financial Manual
  • Human Resource Manual
  • Procurement and Property Management Manual
  • Grant Management Manual
Purpose of the TOR
The primary objective of this Tender of Reference (TOR) is to engage a consulting firm to update FIDO’s existing manuals. The consultant(s) will ensure that these manuals align with the organization’s current needs, local regulations, and international standards while reflecting national and international best practices and legal frameworks.
Objectives of the Assignment
The assignment aims to:
  • Create updated versions of the Financial Manual, Human Resource Manual, Procurement and Property Management Manual, and Grant Management Manual.
  • Provide expert guidance on the use of the FIDO Manual.
  • Incorporate relevant content from previous organizational policies and manuals into the new versions.
  • Establish a clear foundation for manual development.
  • Develop initial drafts based on FIDO’s existing documents, national and international laws, best practices, literature reviews, and relevant input.
  • Iterate through drafts based on feedback from FIDO management and teams.
  • Organize workshops to disseminate the manuals, highlighting their alignment with local government regulations, international legislation, and FIDO’s practices.
  • Gather and incorporate feedback after workshops.
  • Demonstrate expertise in manual revision and development, supported by documentation.
Scope of Work
The consultant(s) will cover the following core tasks:
  • Create updated versions of the manuals.
  • Offer guidance on the FIDO Manual’s utilization.
  • Review and incorporate content from previous policies and manuals.
  • Develop drafts, incorporating national and international regulations.
  • Facilitate workshops for stakeholder engagement.
  • Incorporate feedback into the final manuals.
All documents must reference specific government initiatives, global objectives, and FIDO’s ongoing initiatives. They should succinctly outline working instructions, implementation strategies, diagrams, and instructions for key personnel.
Timeline and Deliverables
  • The assignment will not exceed 45 days or six weeks from the commencement of the agreement.
  • Draft the general framework for each manual.
  • Create detailed manual contents.
  • Present the first draft to FIDO and receive feedback.
  • Submit the final document before the workshop.
  • Conduct a workshop with relevant stakeholders.
  • Compile and submit the final document after incorporating feedback.
Submission Details
  • English will be used for the submission of all deliverables.

Job Requirements

Consultants/bidders are required to:
  • Disclose their demands under both scenarios or specify their actions.
  • Provide updated trade licenses and professional licenses.
  • Present the consulting team’s updated CV.
  • Furnish testimonials of experience in comparable projects.
  • Submit an action plan aligned with the TOR.
  • Possess valid TIN and/or VAT/ToT registration certificates.

How to Apply

Within 15 days beginning on the date of this notice, bidders are required to drop the envelopes containing their proposals in a box located in the lobby of the company’s headquarters.

They should also submit separate wax-sealed envelopes including both their technical and financial offers.
Titled Original Financial Proposal & Copy Financial Proposal and Original Technical Proposal & Copy Technical Proposal, ONE Original and ONE Copy packed in one outer envelope.
The financial plan should be given separately in full detail in local currency (ETB), with taxes and other associated charges included.
Bid proposals may be submitted to the Head of FIDO from Monday through Friday, 8:30 am to 5:00 pm.

The BID will be closed at 5:00 p.m. on the fifteenth day after the date of this notice, and it will be reopened the following day at 2:30 p.m. in the presence of the bidders. FIDO reserves the right to accept or reject all or a portion of this bid, as well as to cancel it. The outcome will be announced on the FIDO internal notice board, and claims will be accepted for five straight working days. The relevant document can be obtained by interested bidders from the address given above from 8.30 a.m. to 5.00 p.m. on Monday through Friday for a non-refundable cost of Birr 200 (two hundred ETB).

Note: Bidders should be aware that the maximum time allowed for finishing and submitting a business plan is two months (60 days days), and the maximum time allowed for a manual revision is 45 days.
