USAID/Ethiopia Support Program (ESP) aims to provide pathways to a more democratic and stable Ethiopia by building an enabling environment for peaceful and inclusive consensus building processes. To this end, ESP works to strengthen intra- and inter-group relationships and actions, advance inclusive and constructive public discourse. Dexis Consulting Group is USAID’s implementing partner for ESP.
Dexis will provide the personnel, systems, and technical capacity needed to ensure that the USAID Ethiopia Support Program is operational, grant-ready, and active in activity implementation. Dexis’ Field Team brings the USAIDs experience, relevant field experience, and operations savvy necessary for Dexis to quickly research, identify, and develop grants for activities with local organizations.
u202f Dexis is seeking a Procurement Assistant to support ESP. This is a full-time position based in Mekelle, Tigray, Ethiopia.u202f
u202f II. Responsibilities u202fu202f

Provide the required procurement-related administrative support for the regional program office as requested by the Procurement Officer, Regional Program Manager and the Senior Procurement and Logistics Manager

Request and obtain quotations for all project-related procurements.u202f

Prepare and issue requests for quotations, receive the proposals, and prepare bid analysis documents.u202f

Draft purchase orders, subcontracts, and consulting agreements for the Procurement Officer review and approval.u202f

Document the procurement process and maintain accurate physical and electronic documentation and requisite authorizations in accordance with Dexis and USAID rules and regulations.u202f

Conduct excluded party verifications for vendors, subcontractors, and consultants.u202f

Help maintain an updated list of vendors, consultants, and subcontractors.u202f

Verify the delivery of materials and equipment for program activities.u202f

Support the coordination of activities that require logistics (events, workshops, transportation, food, lodging).u202f

Ensure that procurement-related deliverables for program activities are achieved on schedule, in accordance with approved specifications and within the allocated budget. Monitor and track all project procurement activities.u202f

Maintain an inventory of project assets and equipment, and the provision of office supplies and consumables.u202f

Perform any other duties as assigned by the Procurement Officer.u202f

Bachelor’s degree or equivalent university degree.u202f

At least 1-3 years of relevant experience.u202f

Experience with procurement and logistics for a USAID or other donor-funded program.u202f

Demonstrated understanding of USAID procurement regulations.u202f

Ability to ensure compliance with USAID and Dexis policies, procedures, and regulations.u202f

Ability to prioritize and manage a high-volume workload in a fast-paced work environment.u202f

Strong written and oral communication skills.u202f

Demonstrated ability and willingness to work in a diverse team environment.u202f

Display creative problem solving in addressing and resolving emerging project needs.u202f

Proficiency in MS Word, Excel, and other basic computer applications.u202f

Experience living and working in Ethiopia.u202f

Fluency in written and spoken English and Amharic.u202f
