Job Description

USAID/Ethiopia Support Program (ESP) aims to provide pathways to a more democratic and stable Ethiopia by building an enabling environment for peaceful and inclusive consensus building processes. To this end, ESP works to strengthen intra- and inter-group relationships and actions, advance inclusive and constructive public discourse. Dexis Consulting Group is USAID’s implementing partner for ESP.

Dexis will provide the personnel, systems, and technical capacity needed to ensure that the USAID Ethiopia Support Program is operational, grant-ready, and active in activity implementation. Dexis’ Field Team brings the USAIDs experience, relevant field experience, and operations savvy necessary for Dexis to quickly research, identify, and develop grants for activities with local organizations.u202f

Dexis is seeking a Program Development Officers – Tigray to support ESP. This is a full-time position based in Mekelle, Tigray.u202f

Identify and develop relationships with potential grantees and local partners.u202f
Develop project concepts into fundable projects.u202f
Present activity ideas at weekly activity design meetings and refine activity concepts for green light/activity clearance.u202f
Enter activity concepts in the Activity Database upon yellow-light approval.u202f

Keep apprised of activities through implementation and supports tasks associated with project completion including moving activity to Completed in Activity Database.u202f
Write Final Evaluation Report (FER).u202f
Support grant development and enter information into ESP Activity Database.u202f
Managing and overseeing individual activities from concept to closeout.u202f
Provide technical assistance to support activity design and development.u202f

Supports Monitoring, Evaluation, and Learning efforts and uses feedback and lessons-learned from activity implementation to inform future activity design.u202f
In close coordination with the Grants Manager and Operation, analyze grant budget estimates.u202f
Oversee activity implementation and ensure compliance with grants management policies and procedures.u202f
Undertake other duties as assigned by supervisor.u202f
Provide political/ context analysis to inform strategic program discussions.

Job Requirements

IV. Qualificationsu202fu202f

Bachelor’s degree or equivalent university degree in a relevant field.u202f
At least 5 years of relevant experience.u202f
Creative, new concepts and approaches-mindset wanted.u202f
Demonstrated experience working with community-based organizations and groups in participatory program development and implementation.u202f
Demonstrated experience in programs requiring community-level engagement.u202f

Ability to deliver training on topics related to local community-based organizations and NGO organizational strengthening.u202f
Ability to perform project monitoring and evaluation.u202f
Experience living and working in Ethiopia with a good understanding for the socio, economic and political dynamic.u202f
Strong written and oral communication skills.u202f
Experience working in environments experiencing political transition.u202f
